The workflow when publishing windows archives:

Tom uploads to either staging/1.86.0/binaries/ or staging/1.86.0.beta1/binaries/
publish_release.py will copy those files to release/ or beta/ (This will be done usually. By default.)
The dryrun flags enable skipping the step, or forcing it.
