404: Not Found Page

I hope our new site's 404 page is better than this one:

This isn't a huge priority but... well... you know.

Yeah it's "better" but not awesome. Many sites have fun with this, while still clearly explaining that it's a 404 "File not found" error.

For example, including the above red box and text to be clear, but having a box that appears to be a linker error like:

/tmp/boost-website.o: undefined reference to `user-guide.html`
ld returned 1 exit status

Just kidding... I was thinking more along the lines of using the keywords in the URL target to offer some suggestions on where they can go next. This is low priority, a simple "404" suffices for now (with a suitably aligned color palette) but that shade of red is louder than a chicken's anus in pokeberry season.

@gregnewman ~I think once https://github.com/cppalliance/temp-site/pull/727 is merged this can be closed. We can reopen this if we decide later on to restyle the 404.~ We can keep this open since some restyling will be happening!

I think whatever is used for the 404 can be copied to the 500.
