New file constants and functions #17

Thanks for the submission. I see you defined many of the file related constants in separate headers. Is there any use for them besides the file management functions? If not, I'd prefer them to be in file_management.hpp (or the header that declares the function that they relate to).

Hi AndreyNo reason at all, just trying to make the merge easier for you. Do you prefer me to do that and create a new request? Thank you for your work in boost :-) Best regardsJorge
