Drone config #85

Drone is a continuous integration framework similar to Travis CI. The C++ Alliance is offering a hosted Drone server for Boost libraries. Please refer to https://github.com/CPPAlliance/drone-ci for more information and instructions.

Thanks for the submission, but I don't think I will be merging this. As I mentioned in https://github.com/boostorg/core/pull/84, I don't like the dependency on boost-ci. And the bulk of the testing is performed in AppVeyor on Windows anyway.
