[BOOST-4797] feat(action-step): handle data fetching at action step level

Description

There are several changes in this PR:

• Uses the tx hash to fetch logs for event validation
• Moves the onchain data fetching from isActionEventValid and isActionFunctionValid into the parent isActionStepValid function
• On event validation, we check against all logs rather than the first match -- this allows us to validate if the tx has multiple logs that are the same (e.g. multiple transfer events on a Uniswap tx)
