[ADHOC] feat(cli): `seed` command for creating boosts #249

still needs:

[x] implement onboarding that generates default config - @topocount
[x] implement --from flag that pulls the seed config - @topocount
[x] route actions to the correct constructor - @sammccord working on typing for this
[x] fix signatures to parse out hex from abi items - @topocount
