isolate the test environment from the production environment

It's critical that we isolate the production environment from the production environment.

This issue is related to work being done in the api and the site-generator.

• We need to separate the S3 buckets
• We need to separate the MQ and DB environment variables in the config file
• We need to separate the AWS deployment itself in the Terraform deployment, too.
