We have just recently pushed some major changes in toolchains-builder. We no longer use a chroot, and the whole process is split into 3 scripts: build-toolchain.sh, test-toolchain.sh and upload-toolchain.sh, which can be all executed independently, on a local machine. So I'm afraid that this pull request no longer applies.
