common: add no shell on common fragment #21

If BR2_SYSTEM_BIN_SH_NONE is not set, then dash shell is built and will show up in the legal information. The dash package is not used by the toolchain so this should be removed.

Indeed, dash is present in the toolchain build log :

dash 0.5.10.2 Downloading dash 0.5.10.2 Extracting dash 0.5.10.2 Patching dash 0.5.10.2 Updating config.sub and config.guess dash 0.5.10.2 Patching libtool dash 0.5.10.2 Configuring dash 0.5.10.2 Building dash 0.5.10.2 Installing to target

When we test the toolchain, we use busybox shell anyway.
