2023-12-30 09:00:34 INFO No new files detected. Nothing to download

The behaviour you describe is to be expected. Your log shows that there is nothing to download, so a synchronisation is not performed. Add a new photo to your stream, re-run the script and it will remove the files found in 'Recently Deleted' after downloading the new photo.
