Install timestreamlib in new NCI vm #163

1) Finish installing all dependencies in virtual environment 2) make sure test run 3) make sure it installs properly 4) copy all images from largedata to NCI VM 5) do test runs

This is done. I did not copy files to NCI but rather mounted the largedata cifs on the new traitcapture-vm
