Excel does not emit a leading minus when a negative value displayed does not contain any non zero digits:
=TEXT(-0.01, "0.0") = "0.0"
This is only true sometimes however. The minus is fixed when:
format has more than one pattern: =TEXT(-0.01, "0.0;-0.0") = "-0.0" =TEXT(-0.01, "0.0;@") = "-0.0"
=TEXT(-0.01, "0.0;-0.0") = "-0.0"
=TEXT(-0.01, "0.0;@") = "-0.0"
When a pattern has only one part, it's missing parts are automatically added: 0.0 → 0.0;-0.0;0.0;@
0.0
0.0;-0.0;0.0;@
So this only applies to the specific minus prefixed to the minus part when this happens. =TEXT(-1, "-0.0") = "--1.0" =TEXT(-0.01, "-0.0") = "-0.0"
