github CI: can we have a localhost sftp server? #64

We currently skip the sftp tests because there is no server, but guess we could have one.

Needs an authorized ssh key, without passphrase, maybe ssh-agent or a .ssh/config ...

Then use export BORGSTORE_TEST_SFTP_URL=sftp://localhost/tmp/borg2-test-repo or so.
