Upgrade to SDFormat12 #346

SDFormat10 and SDFormat11 have been deprecated due to their end-of-life. As a result, the CI will fail and we should take steps to upgrade.

I believe there's a bug in SDFormat12 which I have raised at https://github.com/ignitionrobotics/sdformat/issues/977 This is preventing us from simply changing the required version in CMake to 12 so let's see.
