Documentation about how to get a stock toolchain that works with this project #258

Now that #251 has landed, it would be great to update the README with instructions, on each platform, for acquiring a toolchain that works for this project.

Here's the first prebuilt stock toolchain that should work with this project: https://storage.googleapis.com/s4tf-kokoro-artifact-testing/prod/s4tf/toolchain-ubuntu-docker/dev-stock-ubuntu18.04/11/20201216-031245/swift-tensorflow-DEVELOPMENT-stock-ubuntu18.04.tar.gz

In the next week or two we'll start publishing toolchains and instructions that work on more platforms.

No, but it's not ready for that yet. I'm still working on automating builds of the toolchains and making sure that everything works with them, so I don't think they should be in the README for a bit longer.
