Made S6 files executable when copying across as this was causing permissions issues
Moved docker-cli install to the init-custom-packages service
Added docker-cli-compose to docker install variable to allow for Borgmatic to run docker compose commands internally.
Added EXTRA_PKGS variable to allow users to install their own custom packages

This PR also starts movement on #144.

Future work may include redoing how the docker secrets are dealt with, but that's for a future PR.
