For several months I suffered this Battlegrounds UI blinking horribly issue and near impossible to open the Tier lists etc.
Fix I finally found today was, in
HSDT options => Overlay => General => Show gameplay/menu Overlay while Hearthstone is in the background => ON
possibly also (but for me was already ON, differently from "General"):
HSDT options => Overlay => Battlegrounds => Show gameplay/menu Overlay while Hearthstone is in the background => ON
