bbl2bib places %-signs in front of comments in the newly built Bib file, and this is:
Not necessary - because anything outside of a record in a Bib file is a comment.
They leave the feeling on the user that it is a comment-sign and it will work everywhere ... BUT ... if the user places that sign (%) in the middle of a record it will cause HAVOC on bitbex. It is the cause of one of the worst and most difficult errors to locate on BibTeX. BibTeX simply reports the error elsewhere and far away from the location.
