This would be very much parallel to bibdoiadd, bibmradd and bibzbladd and share a LOT of code with them. The idea is to extract the ArXiv ID and add it to the record of published as well as unpublished material.
The challenge is to build the match request because unlike MRef, the ArXiv does not provide a unique match to a sequence.
One would have to build the search and then get the record and check for matching NAMES and TITLE with the existing BibTeX records.
