--tags option to bb quickblog new accepts a list of tags rather than a comma separated string; for example:
--tags
bb quickblog new
bb quickblog new --file test.md --title "This is a blog post" --tags tag1 tag2 "tag3 has spaces"
Add test for tag with spaces in tags index page
