Add tags pages #4

Renames :categories to :tags
Creates tags/index.html and tags/tag1.html ... tags/tagN.html

I got:

$ bb watch
Writing tags page public/tags/index.html
----- Error --------------------------------------------------------------------
Type:     java.lang.NullPointerException

Probably need fs/create-dirs somewhere
