switch to bootstrap4 #450

we are still using bootstrap3, switch to bootstrap4 and django-bootstrap4

I installed bootstrap 5 here. https://github.com/ramarrom/bornhack-website/tree/bootstrap5

It breaks many styles. I have not fixed them yet.
