vat for romania is nto validated correctly #2

What steps will reproduce the problem?
1. VAT numer validation for ROmania is not correct validated.
2. See http://sima-pc.com/nif.php?

What is the expected output? What do you see instead?
that number to be considerd a valid vat number for romania:
24736200 

What version of the product are you using? On what operating system?

latest dev version.
