vatnumber patch to add Ecuador Check RUC number. #32

I was added a method to validate Ecuador 3 types of RUC number (public, 
juridical and natural) and the tests.

Attach can get the patch.

vatnumber uses now python-stdnum.
So new validation should first be added to this package.
