accept URLs without http:// on the form to suggest sites to be archived

If the users paste an URL on the text input field "Endereço do sítio web a 
arquivar", without the prefix "http://", they will receive an error "This is 
not a valid url." (this message should also be fixed because it appear in 
English on the PT version).

Another potential usability problem is that the users paste the URL with 
"http://" after or before the default string "http://" on the box. This may 
originate the submission of URLs like "http://http://www.fccn.pt" or 
"http://www.fccn.pthttp://".

The text input field for the URLs should be empty (remove the default 
"http://"), the form should accept the submission of all URLs and then append 
the prefix "http://" if it was not submit on the URL.

The input field for the URLs should also be larger. At least with the same 
length of the "Descrição" box below. 

We must solve this issue on the English and Portuguese version.
