I have recently installed the super cic aio board on a pal 1 chip, sfc jr and snes jr and pal cpu-02.
all are experiencing the same temperamental d4 patching issue.
I put jap all stars in and start console In pal mode - I get the region lock out error message. I power on and off and then it boots. Sometimes it’s just goes back to the error message. Does the same with Dkc2 Japanese cart. And does the same when in 60hz with Mario all stars pal.
I have made sure region patching is enabled - cleaned the cartridge and slots, resoldered the aio board. Replaced the cic and uigr chips, swapped and reprogrammed the ATF1502ASV. Swapped the SN74HCT125Dr.
Consoles have been recapped and new voltage regulators installed.
All parts are from mouser.
It odd as i get this on all consoles I have mentioned. I’d if you power on and off enough times it starts to boot.
