make email sending dynamic again

• [ ] on close page there should be a user dropdown
• [ ] if clicked, it should send an ajax request to get users
• [ ] every row should contain: checkbox, username
• [ ] checked users should get the closing email
• [ ] remove recipients from application.properties
• [ ] feel great!
