Configure Faucet in TestNet to generate more transactions #3312

Following some recent updates to the Faucet, to have a ledger, it is not sending as many transactions to the nodes in TestNet. Maybe it just needs an updated config file or otherwise a software change.

I saw some errors loading a block after a restart so think the Faucet deployed is no longer compatible with the deployed Agora.

After deploying Agora v0.28.2 and Faucet with same Agora submodule the transaction rate is about 20 per block.
