when I tried setting the build to use postgres-15 I kept getting FATAL: password authentication failed for user “postgres” errors when the bundle exec rails db:prepare build step executed. There seems to be a missing or different configuration step we need to do for any pg version > 13. We should investigate the build config and travis community to see how we can get this set up.
