For Trac #1510, we need to add a new authority:

{ code: 'ngl', base_url: 'https://lib.washington.edu/gmm/collections/mcnews/ngl',
  name: 'Newspaper Genre List', genres: true }

Need to:

Add to seeds.rb
Deploy on staging and re-run rake db:seed
- If it works, deploy on production and re-run rake db:seed
re-seed curator_app
