remove UA Google Analytics script #88

After July 1, 2023 we no longer need to include the UA script in the site layout.

Remove these lines: https://github.com/boston-library/commonwealth-vlr-engine/blob/master/app/views/layouts/_google_analytics.html.erb#L11-L20

And remove the web_property_id_ua_DEPRECATED key from lib/generators/commonwealth_vlr_engine/templates/config/google_analytics.yml.

In addition, we should remove ALL BlacklightGoogleAnalytics tracking code, since event tracking is now managed entirely by Google Tag Manager.
