[Recurring] Create a GitHub release for every PyPi release #9

Currently, looking at https://pypi.org/project/trako/#history, I don't think there is a way to tell which commit a release corresponds to. So in future, please also create a release in https://github.com/bostongfx/TRAKO/releases every time a PyPi release is made.
