Add translation for zh-tw

Hello there! As you are a first time contributor please read our Code of Conduct as well our Contribution Guideline.

As of some restrictions with fluent_ui package currently it is easier not to use the country code in the file name so instead of en_US.json just en.json.

zh will apply to all locales prefixed with zh- but some region won't use the same language and grammar. zh-TW and zh-HK represent Chinese (Traditional) zh and zh-CN represent Chinese (Simplified)

Oh, I see thank you for clarifying that. I thought it would be like en_US and en_UK where it is mostly the same. I will change that.

You might wanna add the email you used for the commit to your github account. Otherwise it won't show you in the contributors list (34aedbc).
