Reimplement incident data fetch for dashboard page #2459

Description

Deduplicate data we're requesting from api alerts and status (for dashboard page)
Get part of data on demand (eg. Data for the incident within incidents group)
Add a new flag from /api/alerts?filter=: v==short. Now this flag is used within the dashboard requests

Fixes #2458
