Dedicated test environment support #120

By setting a TELEGRAM_TEST_ENVIRONMENT=true you can now switch to a Telegram dedicated test environment.

@filippotoso, could you, please, merge this PR.

If possible, also have a look at other PRs. Looks like there are quite serious fixes.
