dates in changelog #1758

if possible for future references please also include the date near each new version entry: https://github.com/boto/boto3/blob/master/CHANGELOG.rst

it helps to understand how far behind each version is.

You can get this information from the release history page, as well as the GitHub releases page (though it's a bit harder to get there).
