Waiters for datapipeline #753

The major datapipeline operations (create/delete/activate/deactivate) do not take effect immediately. I think waiters are appropriate to check for these states. Let me know if it makes sense, I can send a PR for this.

This would be great to have! It will take quite a bit of time, since pipelines have so many possible states, but in the end it will be a huge win.
