chore: many setup improvements

This PR adds many improvements to the repo setup

• Converted all script files to TypeScript files and improved them
• Remove unnecessary jest dependency
• Cleaned the main package.json
• Upgraded from yarn 3.1.0 to 3.1.1
• Added the enforce engine plugin

A basically based myself on what we already did on messaging

Tested

• [X] yarn release patch works perfectly
• [X] yarn package works well too (tested with botpress@master)

I never had to package the studio before, but since this PR, I can't launch the packaged studio on windows.
