@NotNull 어노테이션이 Json 필드가 미포함된 경우와, Json의 "key" : null 인 경우를 둘 다 validation 해서 발생한 오류를 해결한다.
어노테이션이 Json 필드가 미포함된 경우는 검증하고, Json의 "key" : null 인 경우는 허용하도록 수정
