include BW grouping in AC-ntw #91

BW at the AC level is included in AC-common and used by AC-SVC solving https://github.com/boucadair/attachment-circuit-model/issues/70 at customer side. Thanks BW information to be configured at PE side would require this parameters to be provided to the controller in a similar way. Is there a reason not to include BW grouping in AC-ntw?
