split base boudicca software and boudicca.events software #103

so we started this on the hacktoberfest and it will be split into boudicca.base and boudicca.events for now :) also, we decided to try to make the eventdb/search unknowing of events, so it could be reused for other projects as well. of course the publisher and collectors are going to be event specific work is still ongoing

a lot of work is done already, one of the remaining big parts is the "eventcollectors" package
