Because the code could use some clean-up and visually could look better.

$('#data_table').dataTable({}) moved into a global.js file
Adding some visual improvements to the dataTables search section. Making more consistent.
Indentation and HTML code clean-up
Ruby clean-up of code for better readability / efficiencies

I should have made this a feature branch, but was trying to move towards development being a release branch and on staging for review.
