392 -> 334 Related Topic Bugfix #402

Two bugs fixed. Some topics do not have "en" language. These topics are removed from topic list. The other one mentioned in #392

topicname() function is used by other functionalities. It seems in the diff logs that it was deleted

It is talked with @EAltunoglu in person and found that the same name had been defined twice and no name resolution problem remains.
