Revising Semantic Tags #198

I have worked on semantic tags on web backend. I have checked whether the all functionalities of Semantic Tags work. The last version of this task is on "hilal-backend-frontend-integration". Please tell me if there is an error on this part. Also, we have to implement semantic tags on front-end.

After I check these functions , I will write the document for this part.

I have modified Semantic Tag functions on Web BackEnd and REST Service . I have pushed these functions on hilal-backend-frontend-integration branch. Also, I have created "index.html" page to test these functions. Please don't consider the page. @harunzengin will modify it. Finally, I will update the document after the bugs fix. Remander:
