When a type or subtype of an action is long-pressed, this pop-up appears.
Descriptions of the activities (need, resource, event, action, emergency) are implemented using annotations. Descriptions of these activities are pushed to the annotation server and when views, fetched from annotation server.
This PR resolves #903
