Implemented Suggest Tags function and fixed some minor issues I encountered meanwhile #709

Implemented the Suggest Tags function for Spots and Bunches. Users can now suggest tags to other users' entities.

Minor fixes:

added "required" keyword to title during spot creation
fixed "reputation undefined error". This used to happen only infrequently
Log Out button disappeared in some previous patch. Added it back in
Added a clarification message to Location Picker modal on how to use it
