Post Question Page Implementation #310

This PR aims to merge the latest changes on the question posting page to main. There were an existing design, I improved it a little bit. And there were some bugs related to rendering of react components. I solved them by updating dependencies in the package.json file. Then connected the page to backend and implemented the question tagging logic
