@mattleff first attempt at an update to the new repo

@mattleff before I merge, since tooling is in a new location, will it still cause error message if I add a term that is located in my files? I want to catch terms in files that I might not think to update. Earlier in the week I caught a small error in the Mount of Blessings source files. I'm confused.

@bountonw Yes, the rules here will apply to all files. But the translate (and private-translate) repo will need to be updated to refer to this new version before it will check all files. So there's two steps for these changes:

  1. PR to translate-tooling with the new forbidden terms.
  2. PR to translate to refer to this new version.

I'll try to help make sure that all the changes here get pushed over to a PR into translate. We may want to automate that if it gets too burdensome.
