Improve blockquote linting #5

Ensure that blockquote linting is correct. See LBF22. Also address nested blockquotes (bountonw/translate#174).

There were 2 spaces on the blank line in the block quote of LBF22. I deleted those spaces. That may have been what triggered the error message that the line before the blank line didn't have a proper paragraph tag.

I believe this was addressed with #19. Feel free to reopen if you notice any issues/regressions.
