[x] spawn2 first pass https://github.com/ProjectEQ/peq-expansions/milestone/1
[ ] item out of era first pass on quests and mob ids
[x] disable out of era zone spawn2s by setting their min_expansion to respective values
[ ] edit zone min_expansion so we can't enter out of era zones
